The entire Veda is the foundational root of Dharma; next, the Smritis and the virtuous character of those who know the Veda; then the conduct of the virtuous; and finally the inner satisfaction of one's own conscience.
yadyaddhyācarati śreṣṭhastattadevetaro janaḥ | sa yatpramāṇaṁ kurute lokastadanuvartate ||
